Holding yourself accountable for your actions and others at the same time is not an easy task. It may seem easy, less painful or less demanding to not take responsibility for yourself. It’s more comfortable but there’s always a price to pay. When you don’t take responsibility for yourself or others that are important to you, you are giving away your personal power. It is extremely complicated for parents. Parents have to take accountability for themselves and their children. Mothers play a bigger role in taking care of us and shaping us into a grown individual. Mothers are more emotionally attached to their child. If their child does anything wrong, they always tend to blame their behavior on themselves and the way they have raised their children. Women forget to take in account their own self-interests; instead they worry about their family. This is perfectly portrayed in a short story by Budge Wilson called ‘The Leaving’. In this story, Elizabeth, a helpless wife, takes responsibility for the chauvinistic behavior of her children and her husband. In an attempt to change her lifestyle, Elizabeth stand up to her husband after 19 years; she showers her daughter with opportunities and tries to alter the behaviors of her sons and grandsons. Elizabeth lived a life of a typical suppressed housewife. She lived on a farm unaware of the outside world. She sat at home all her life trying to satisfy the needs of her husband, Lester and her 6 children. Elizabeth never got the appreciation she deserved, all she got was more and more duties which eventually became a burden in her life. Elizabeth’s outlook on her life started to alter when she read the book ‘The Feminine Mystique†. This book gave Elizabeth a lot of courage and hope that she is not alone in this world. The revelations of other women going through similar circumstances enlarged her thinking. This book gave her an incentive to step up and make a change in her life. Lester, Elizabeth’s husband never treated her as an equal human being. Elizabeth practically did all the work in the house starting from fetching eggs and water, cooking, washing clothes to cleaning the house. Lester always treated her like a servant and showed her no respect. Elizabeth finally got tired of Lester looking down at her like a peasant, so finally decided to stand up for herself. â€Å"My name,’ she repeated, this time more steadily, â€Å"is Elizabeth†. Elizabeth says this to  Lester when Lester calls her just a woman. She feels the need to let her husband know that she is not the old suppressed wife anymore. This strong comment explains the change in Elizabeth’s character and shows that she cannot be thrown around like a puppet. She turns from an isolated victim to a strong woman who can finally take responsibility and ownership on her life. Elizabeth is fully aware of the status of women in the house. Sylvie, Elizabeth’s daughter, is the only victim left after Elizabeth in the house. Elizabeth, as a mother wants to make sure that her daughter doesn’t go through the same problems that she encountered. Sylvie, as a second female in the house, had a lot more responsibilities in the house as compared to her brothers. Elizabeth always knew this at the back of her head but was waiting for the right time to show Sylvie her actual place which is why one day at 3 a.m, Elizabeth suddenly decided to go to Halifax with her daughter. â€Å"Where ya going, Ma?† I asked. She was standing beside my bed with her coat on. â€Å"Away†, said Ma. â€Å"And yer comin’ too†. This situation explains the sudden departure from the house. Moreover, Elizabeth wants Sylvie to have everything that she never got the chance to have. Elizabeth lived isolated from the rest of the world. Taking Sylvie to Halifax and showing her the world was Elizabeth’s way of showing her daughter, a new way of life. â€Å"Because yer the smartest,† she said. â€Å"And because yer a woman†. This phrase shows how Elizabeth enforces the fact that her daughter is the smartest out of all her children. Elizabeth shows her daughter the University of Halifax and dreams about her daughter studying in it one day. Elizabeth tries to set an example for Sylvie and show her a new pathway to life. She wanted Sylvie to think beyond the fields and fetching eggs, she wanted her to have a career and be a strong and successful woman. Elizabeth succeeds in moulding her daughter’s future and completes her task as a mother and most importantly, as a woman. Furthermore, Elizabeth takes accountability of her son’s behaviors. Elizabeth went away to Halifax thinking that something would change back home, but when she returned, nothing changed. â€Å"the way I sees it is y’ kin ask fer kindness or politeness from time t’ time. But y’ can’t expect no miracles. It’s my own fault fer raisin’ four boys like they was little men. I shoulda put them in front of a dishpan fifteen years ago.† This quote explains the misery Elizabeth is going through but instead of blaming the situation on the boys, she takes all the blame on herself. As a  Mother, Elizabeth feels guilty and questions the upbringing of her sons. Elizabeth emphasizes this idea of mothers raising their sons as ‘strong and brave with no soft edges’ but they often forget that men should be taught everything starting from cooking and cleaning to working. Men and woman should be treated equally so they can both be strong and build their life without any obstacles. In addition to that, Elizabeth tries to make up for her mistakes by teaching her grandsons how to wash dishes and make cookies. Elizabeth realizes that he made a mistake by not teaching her sons how to cook or clean, but she doesn’t want to repeat herself. Elizabeth steps up and takes responsibility of her grandsons by teaching them basic necessities in life. The Journey that Elizabeth sets forth for herself in this story is a portrayal of all the responsibilities she has taken in life. Elizabeth finally takes a step forward and talks back to her husband. She also tries her level best to open her daughter’s mind to all the opportunities that are present in this world. Furthermore, Elizabeth tries to change her grandson’s future by teaching them everything she failed to teach their fathers. Elizabeth is a perfect example for women who think they are helpless in this world. Elizabeth has proven that there is a way out of every problem in life. If one door closes, the other one opens. There are many possibilities and roads to take in life; one should just take the risk without worrying about the consequences. Instead of expecting a miracle, an individual should step up and make those miracles happen.

Blake's View on Oppression of Children by Adults Blake was a poet who wrote in the Romantic period. He had idealistic views about life, and believed that the traditional country way of life was the best way to live. He despised the industry that was establishing itself in England because it was the opposite of the ideal country lifestyle that Blake idealised. The idea that Blake believed that children were oppressed is an interesting one, because, there are a number of poems which suggest different ideas about this topic. The poems that I will be using to address this issue are ‘The Echoing Green,’ ‘Nurses Song,’ from innocence and the ‘Nurses Song,’ from experience. ‘The Echoing green,’ is quite a positive poem. The image of the sun rising: ‘The sun does rise,’ on the first line symbolises new life beginning and immediately establishes a positive tone to the poem. In the second stanza Blake writes, ‘Such, such were the joys When we were all, girls and boys, In our youth time were seen On the echoing green.’ This image shows that the memories of the old people when they were children are of the ‘joys†¦On the echoing green.’ This doesn’t suggest that they as children were oppressed. The use of the word ‘joy,’ shows that people were happy to see them playing, and that they were happy too. Blake uses an image of children sitting about their mother’s knee, he writes, ‘Round the laps of their mothers Many sisters and brothers.’ This image of children around their mother’s knee is an image of security and safety. The fact that they feel they can sit about the knee of their mother, in this stereotypical image of a happy family doesn’t suggest that the children in this poem are oppressed... ...y has a negative view of the childish desire for play which clearly has an effect on the children. The fact that they the are whispering shows that they are afraid of the nurse, and that they cannot express their true thoughts and desires freely, which is why they whisper, and therefore shows that Blake feels that children are oppressed. I feel that the two poems from innocence which are ‘The Echoing Green,’ and ‘The Nurses Song,’ display Blake’s ideological view of country life which I referred to in my introduction, and show his desire for childhood to be enjoyed. But the ‘Nurses Song,’ form experience shows the reality of life: that it is hard, and people, like the nurse in the song aren’t happy and full of joy, like the memories of the old people in ‘The Echoing Green,’ and therefore, Blake’s poetry confirms the view that children are oppressed by

A. Philip Randolph

As Phillip Randolph was not only an enormously Influential mover and shaker In the Civil Rights Movement In America from the sass's throughout the sass's. His influence went way beyond this period and affected millions within in his lifetime. He was born to Reverend James Williams Randolph who instilled in him the reality that a person's deeds and actions, instead of their race, were what made a man who he was. His mother was a seamstress who taught him that education and self- defense, If necessary were the most important aspects a growing upstanding young an should focus on.In 1907, he graduated from the Conman Institute in East Jacksonville as Valedictorian of his class. W. E. B. Dubbing's persuasive book The Souls of Black Folk became instrumental in directing his life's course. It inspired Randolph to move to New York in 1911, making racial equality amongst all men his most important task to tackle in his lifetime. And he did a mighty fine Job at that. He was married in 1914 to a widow by the name of Mrs.. Lucille Green, a Howard university Graduate and entrepreneur, who shared his political views and earned enough money on her own to support them both.That left much time for him to fight the good fight. They married and joined the Socialist Party where Randolph began amassing large crowds at Harem's Soapbox Corner, speaking about Socialism and the importance of environmental conscientiousness surrounding all races during those times. In 1917, Randolph met a man by the name of Chandler Owen. Other than the meeting of his wife, this was probably the most important cosmic collision of forces amongst two beings during this time period of union university in 1913. He then moved to NYC in 1915.That's where this striking attach-up began, between Randolph and Chandler. They were both Socialists and in August 1917, they established the journal the â€Å"Messenger together. It was a mixture of trade union news, political commentary, biographies of the leading radi cals of the time and literary criticisms. The messenger closed In 1928, At that time Owen moved to Chicago and even though he was still a member of the socialist party he became much more conservative with age. But he continued his support of Randolph in his efforts to organize black workers.In 1929, Randolph became president of the Brotherhood of he Sleeping Car Porters (BPCS), which he victoriously built into the first successful black-trade union. The friendship between Owen and Randolph was a profound and ground-breaking one that continued until the end of their lives. In 1925, a group of Pullman Porters approached Randolph and asked him to lead their new organization called the Brotherhood of Sleeping Car Porters (BPCS). His primary qualification, as well as his reputation for incorruptibility and the fact that he wasn't an employee who meant the company could not fire him or scare him off.He led them for the next ten years, organizing them to the point, which resulted in the c ertification of the (BPCS) as the exclusive bargaining agent of the Porters in 1935. Randolph called this exclusive bargaining agent deal â€Å"the first victory of Negro workers over a great Insularly corporation†. He Decade ten most widely Known spokesperson for black working class interests in the country. Six years later, President Franklin Roosevelt refused to issue an executive order banning discrimination against black workers in the defense industry.So Randolph allied for â€Å"10,000 loyal Negro American citizens† to march on Washington D. C. In protest of this. Support grew so quickly that soon he was began calling for 100,000 marchers to converge on the capital. Pressed by Randolph actions, President Roosevelt issued an executive order on June 25, 1941 – six days before the march was to occur declaring â€Å"there shall be no discrimination in the employment of workers in defense industries or government because of race, creed, color or national orig in. † Roosevelt also set up the Fair Employment Practices Commission to oversee the order.Six years later there was the passage of the Selective Service Act of 1947, Randolph demanded that the government integrate the armed forces Randolph founded The League of Non-violent Civil Obedience Military Segregation and urged young men of all races to â€Å"refuse to cooperate with a Jim Crow conscription service. † Threatened with widespread civil unrest, disobedience, and needing the black vote in his 1948 re-election campaign. Because of this President Harry Truman on July 26, 1948 ordered an end to military discrimination â€Å"as quickly as possible†.

Everything you need to know about writing a resume Your resume is the first piece of any job hunt. It’s the foundational document for your job search- think of it like your own personal Constitution. But what if you’re just starting out, and don’t yet know the ins and outs of what a resume is for, what it’s supposed to achieve, and what you’re supposed to put in it? We got you. And if you just want a refresher on resume basics, you’re welcome to join in too. What is the Purpose of My Resume?Your resume is a snapshot of you as a professional. When you’re applying for a job, you don’t have the benefit of being able to introduce yourself in person, answer questions about what you do, or make a personal impression. So your resume has to do that talking for you. It includes basic contact information, information about your skills, a summary of the work experience you have, and usually an indication of what you’re seeking. It takes this information and organizes it in a straigh tforward, easy-to-read format for someone who likely doesn’t know anything about you. That’s it.What a resume isn’t: It’s not a long, conversational story about your life. It’s not a place to give opinions about your last boss. It’s not a place to list every class you’ve ever taken. Your resume is a very focused, targeted version of you- the best version of your professional self, for the job opportunity you’re seeking.How Should My Resume Look?Traditionally, resumes have been very strict, templated affairs. Your contact info goes here, your experience comes next, your skills go here, and a neat note about references wraps it up. That rigid idea of what a resume should look like has loosened up a little, mostly thanks to the digital informality that seems to be affecting all aspects of our lives. (Think emails replacing letters, and text-speak popping up, well, everywhere.) But while things are getting a little more flexible in the hiring world, things haven’t gone too crazy. After all, your resume still has to have the same base information included:Contact info.  This includes your name, address, phone number, and (professional-sounding) email address. (Sorry, hotchick1989@aol.gov.)Summary/objective information.  This is a leading sentence or two summarizing you as a job candidate, what makes you well-suited to this job, or why you’re seeking this particular job.Skills.  These are bullet points listing out the hard skills (easily quantifiable skills like specific software expertise, typing speed, etc.) and soft skills (more general skills like communication, organization, attention to detail, creativity, etc.) relevant to the job.Experience.  These are bullet points (no more than a sentence or two) showing what you’ve done in your career so far, or related volunteer/extracurricular work.Education.  These are brief bullets related to your education. Here, you’d list any degrees or certificates you have- and, if relevant to the job itself, information about your major/course of study.Then there are optional elements which are nice to include if you have them and have enough room, but aren’t necessary to complete the resume:A headline that summarizes your overall resume in a succinct one-linerRelevant hobbies (key word here: relevant)Languages you speak (if you’re multilingual)Volunteer workAnd then there are things that you shouldn’t include in your resume:Information about your gender, age, or marital status. It’s illegal for potential employers to ask about those, so don’t even open the door.A photo of yourself. Same rationale as bullet #1. You want your accomplishments and skills to speak for themselves.Lies or exaggerations. It can be tempting to innocently boost some skills you don’t really have, or throw in a job responsibility that you didn’t have, but remember that you may always be called upon to prove anything in your resume.As long as you include appropriate information in these basic areas, you can change the format up a bit in order to emphasize the information you most want the reader to know, or to deprioritize something you don’t want to emphasize (like an employment gap, or a lack of experience). However, some parts shouldn’t change- for example, your contact info should always be centered at the top, for easy reference, and your headline/objective/summary statements should go right under that to avoid confusion. But think of the other sections as moveable blocks that can be moved around for maximum impact. You can find a format that works best for you.A Sample Traditional ResumeIf you’ve got a lot of work experience in your field under your belt, then the traditional format might work best for your job search. In this â€Å"reverse chronological resume,† you put your work experience bullets up front, working backwards starting wi th your current or most recent job. Glaring mistakes could cost you, especially since you likely used â€Å"detail-oriented† or something similar as one of your skills.Don’t overcrowd. We’ve all had it drilled into our heads that a resume should be no longer than one page. The House On Mango Street essays The main characters name is Esperanza. She is only about thirteen and is telling the story of her life on Mango Street. Esperanza is definitely a dynamic character. In the beginning of the story she does not like their new house on Mango Street or its surrounding. But as the story progresses she learns to be more grateful for what she has. In one short story of her experiences, she describes how she had to walk home everyday for lunch and how she wished she could eat in the canteen with the other kids. She goes home after school and begs her mom to pack her a lunch and write a note so she can eat with the other kids. After eating in the canteen with her packed lunch she realizes its not all its cracked up to be and continues to eat at home with her family. The story is written as a child would think. Esperanza describes things in a way unlike the way you or I would. In one part of the story Esperanza describes a woman with pink shoes as soft as a rabbits ear and green perfume. It may sound a little awkward to us but in her mind it makes sense. This kind of writing interests me because it is almost like solving a puzzle. While reading I had think simple and try not to make what she said too complex. One conflict presented in this book was when Esperanza and her two friends got three pairs of high heels and wore them around town. Their parents said not to wear the shoes because all they would do is cause trouble. But, they wore them anyway. While walking down the street a bum asks her friend Rachel to come closer. She does and then the bum tells her she is very beautiful and asks if he can have a kiss for a dollar. The girls are frightened and run away. From the judge who refused to listen to cases argued by women, to a former KKK member, bad behavior on the nations highest court is not that uncommon. Here are a few of the juiciest scandals.   Supreme Court Fast Facts The Supreme Court is the highest court in the federal judicial system of the United States.The Supreme Court is composed of nine judges, including eight Associate Justices and the Chief Justice of the United States. Supreme Court justices are nominated by the President of the United States with the approval of the United States Senate. The Supreme Court has appellate jurisdiction (right to consider) over all federal and state court decisions dealing with questions of constitutional or statutory law, as well as original jurisdiction over lawsuits between the states.The Court also has the power of judicial review, the authority to overturn laws that violate the Constitution or unlawful acts of the executive branch. Wishing Washington Dead, Justice Rutledge Gets the Boot Appointed by President George Washington in 1789, John Rutledge was one of the Supreme Court’s first justices. He was also the first and so-far only justice to be kicked off the court. In June 1795, Washington issued a â€Å"recess appointment† temporarily making Rutledge Chief Justice. But when the Senate reconvened in December 1795, it rejected Rutledge’s nomination because of what John Adams called his â€Å"Disorder of the Mind.† Still not recovered from the unexpected death of his wife in 1792, Rutledge gave a rant-filled speech on July 16, 1795, in which he reportedly suggested that it would be best if Washington died rather than sign the Jay Treaty with England. In Justice Rutledge’s case, that was where the Senate drew the line. Justice McReynolds, the Equal-Opportunity Bigot Justice James Clark McReynolds served on the court from 1914 to 1941. After he died in 1946, not a single other living current or former justice attended his funeral. Reason being, they had all come to hate his guts. Justice McReynolds, it seems, had established himself as an unabashed bigot and all-around hater. A vocal anti-Semite, his other favorite targets included African Americans, Germans, and women. Whenever Jewish Justice Louis Brandeis spoke, McReynolds would leave the room. Of Jews, he once declared, â€Å"For 4,000 years the Lord tried to make something out of Hebrews, then gave it up as impossible and turned them out to prey on mankind in general- like fleas on the dog.† He would often refer to African Americans as â€Å"ignorant,† possessing â€Å"but a small capacity for radical improvement.† And in the rare (in those days) event a woman attorney appeared to argue a case before the court, McReynolds would exclaim, â€Å"I see the female is here ag ain,† before grandly gathering his robe and leaving the bench. Justice Hugo Black, Ku Klux Klan Leader Though widely recognized as a staunch supporter of civil liberties during his 34 years on the bench, Justice Hugo Black was once an organizing member of the Ku Klux Klan, even recruiting and swearing in new members. Though he had left the organization by the time President Franklin D. Certainly, they are entitled to the full measure of protection accorded by our Constitution and our laws.† However, in 1968, Black argued in favor of limiting the scope of the Civil Rights Act as it applied to the protection of the rights of activists and protesters, writing â€Å"unfortunately there are so me who think that Negroes should have special privileges under the law.† Justice Fortas Denies Taking Bribes but Still Quits Justice Abe Fortas suffered a fatal flaw for judges. He liked to take bribes. Appointed to the Supreme Court by President Lyndon Johnson in 1965, Fortas had already faced serious allegations of improperly promoting LBJ’s political career while serving on the highest court in the land. Things got a lot worse for Justice Fortas in 1969, when it was revealed that he had accepted a secret legal retainer from his former friend and client, infamous Wall Street financier Louis Wolfson. Under their agreement, Wolfson was to pay Fortas $20,000 a year for life in return for special help and â€Å"consultation† during his pending trial on charges of securities fraud. Whatever Fortas did to help Wolfson failed. He ended up in federal prison and Fortas saw the handwriting on the wall. Though he always denied taking Wolfson’s money, Abe Fortas became the first and so far only Supreme Court justice to resign under threat of impeachment on May 15, 1969. Clarence Thomas, Anita Hill, and the NAACP The two most-watched TV events of 1991 were probably the First Gulf War and the Clarence Thomas vs. Anita Hill Supreme Court Senate confirmation hearings. Spanning 36 days, the bitterly fought hearings centered on accusations that Thomas had sexually harassed attorney Anita Hill when she had worked for him at the Department of Education and the EEOC. In her testimony, Hill vividly described a series of instances in which she claimed Thomas made sexual and romantic advances toward her, despite her repeated demands that he stop. Thomas and his Republican backers contended Hill and her supporters had made the whole thing up to prevent President Ronald Reagan from placing a conservative African American judge, who might vote to weaken civil rights laws, on the Supreme Court. Additionally, all sources consider the leader to have both a political and a religious role as the leader of all Muslims. Even though the followers have to give obedience to the leader, they can fight against him if they consider his actions to be against God or God’s messenger. These needs can only be identified and addressed by professionally trained and competent preschool or early childhood teachers. However, attracting and hiring these teachers are serious challenges for school administrators. To look more closely into the problem and help craft a solution, this paper examined the current standards, policies, and practices in hiring preschool teachers in public and private schools in Pasig City based on the recommended hiring standards, policies, and practices in the literature, DepEd, and experts. The study suggests appropriate standards, policies, and practices in hiring teachers that will ensure that children’s unique developmental needs are met and that they shall have gained readiness to proceed to the next educational level. CHAPTER I INTRODUCTION Background of the Background of the Study Children who undergo preschool education perform better in primary grades (grade 1-3) than those who do not (Branscombe, Castle, Dorsey, Surbeck, and Taylor 2000; Jalongo, Fennimore, Pattnaik, Laverick, Brewster, and Mutuku 2004; Laosa 2005; Soliven, Guerrero, Barsaga, Palma, Canlas, and Garon 1997). Mutuku. By the time they enter elementary school, they can say the alphabet, write their names, and count numbers one to ten. They adjust better, follow instructions, and interact with their teachers and classmates. Because of thparents realize the benefits in the early schooling of children, preschool student enrollment has been growing in number, which encouraginges a number of investors to set up preschools. Preschool education is mostly managed by private individuals, organizations, and institutions because of insufficient government funding for the enhancement of preschool education (Neri 2001; Soliven et al. 1997). According to the Department of Education (DepEd), tis, there has been an unprecedented growth in the number of preschools both in rural and urban areas in the private sector. The latest directory of private preschools in Metro Manila from the Department of Education (DepEd) shows that there are 1,477 preschools all over the National Capital Region during the school year 2005-2006, and 872 preschools during the school year 2000-2001; thus, there was an increase of 575 preschools. (see table 1). (See Table 1)(See Table 1) he number latest of private schools in Metro Manila grew from 4,788 in school year 2003-2004 to 6664 in the school year 2007-2008, a 72% showing increase. from school year 2000-2001 to school year 2005-2006 (see table 1). Preschool enrollment in private schools rose from 349,574 in school year 2003-2004 to 410,778 in school year 2007-2008, an 85% increase. Many see preschool education as a profitable business, but one that entails high costs if one is to meet certain standards, such as hiring qualified and licensed teachers and paying higher salaries. Quality education also means better teacher-to-student ratio (the ideal is 1:10 or 1:15), a developmentally appropriate curriculum, and quality teaching materials—all of which translate to higher costs. Ms. Vanessa Morales, owner and administrator of Kid’s First Discovery Space preschool in BF Homes, Paranaque, wanted her preschool to be different from preschools run by business people. Her priority is providing quality education on a not-for-profit basis. At Kid’s First, she has knowledgeable and experienced teachers: all her head teachers have master’s degrees in Education or Psychology, major in child development (Manuzon 2006). Due to the growing number of private preschools in Metro Manila, there will be a great demand for preschool teachers who are professionally trained to manage the learning needs of young children. To ensure that For this purposeteachers hired are qualified and competent, , DepEd issued DECS Order No. 107 (1989) outlining the standards in the organization and operation of preschools (see appendix A), which include guidelines on staff requirements. The qualifications of teachers prescribed by DepEd for private schools are: Bachelor of Science degree specializing in Family Life and Child Development or Early Childhood Education or Kindergarten; Bachelor of Science in Elementary Education with 18 units in Preschool Education and 54 hours of practicum in preschool classes; Bachelor of Arts/Science degree in a discipline allied to education, arts, nursing, anthropology, with 18 units of preschool education. Upon appointment, the teacher should have at least 6 units of preschool education, and the requirement of 18 units may be gradually implemented as follows: At the end of Year 1 9 units; Year 2 12 units; Year 3 15 units; Year 4 18 units. In addition, the sprouting of private preschools are also due to the following: 1) most private schools do not accept grade one pupils if they have not been through kinder and nursery or preschools; b) they are financially viable and a lucrative business; 2c) public schools cannot accommodate all preschool-age children and so parents put them in private preschools; 3e) there is a growing number of preschool student enrollment; 4f) because of the child sduring their early years, 5the Department of Education (DepEd) is not as strict with preschools as with regular grade and high schools; or, 6g) parents are both working and the mother is too busy to give her children their first lessons. 7have become a (Newman 2002). It limits the teaching staff requirements for preschool teachers to a Bachelor in Early Childhood Education (BECED); or Bachelor in Elementary Education (BEEd) with 18 units of Early Childhood Education. In public schools, student enrollment grows by 300,000 yearly, and some 10,000 teachers are needed to be hired every year to address the lack of manpower. Out of the 10,000 teachers recommended for hiring annually, 2,500 are intended for government preschools. The hiring of more teachers is needed because President Gloria Macapagal-Arroyo has issued an order requiring preschool education nationwide by 2010. (News Balita, January 13, 2006). Based on the guidelines, a preschool teacher applicant must must pass the Licensure Examination for Teachers (LET) to be eligibleconsidered for teaching. Preschool teachers in order to teach should take the LET for elementary teachers. There is no LET yet yet in specific to preschool teachers; prospective preschool teachers take the LET for elementary teachers. , while there is LET specific to secondary or high school teachers. According to Dr. Rogelio Baybayon, Assistant Superintendent of the Pasig Division office of DepEd, the requirements of the LET and the 21 early childhood education (ECE) units (instead of 18 ECE units) d et al. The prospect of hiring teachers without credentials may be rampant because of the recent result of the LET. There were few teachers who passed the LET given by the Board of Professional Teachers on August 27, 2006 in 18 testing centers all over the Philippines. It showed that there were only 17,277 elementary public school teachers out of the 59,457 examinees who successfully passed. (Manila Standard Today, October 10, 2006). This is an estimated 33% who are qualified to teach in the public elementary schools and these may not be enough considering the growing number of student enrollment in public elementary schools which accounts to 12,089,365 based on Basic Education Statistics (BES) SY2004-2005. In view of the above, howHow can both private and public schools get teachers who can meet the minimum requirements for teaching in preschools and how can the DepEd ensure that only well-qualified, licensed preschool teachers educators are being hired and will be available in every preschool classroom.? How does the private and public schools cope with the supply and demand of qualified preschool teachers? Student enrollment is increasing and there are not enough qualified teachers to teacher these students. What other options can the government doy take in addressing hiring teachers without credentials? More than half of these children (588,81857, 220) were with DepEd’s preschool program in school year 2007-2008 (DepEd Updates, March 22, 20097). Mrs. Mariquita de Guzman, Assistant Principal of San Miguel Elementary School, said that their school has four preschool teachers for their 132 kindergarten students with a teacher to student ratio of 1:48. Miss Letty Flores, preschool teacher of Maybunga Elementary School, said that their school has two preschool teachers for the 90 kindergarten students with a teacher to student ratio of 1:45. All of their preschool teachers were volunteers from the elementary level who have a degree in elementary education (pers. com. Mrs. M. de Guzman and Ms. L. Flores, April 15, 2009). In some private preschools, principals wait until the enrollment has begun before they decide to hire teachers. There are many nonhuman resources that are needed in the schools such as classrooms, computers, and textbooks, but these resources are dependent on competent teachers who will put them into good use. The preschool is a labor-intensive operation where the teacher’s knowledge, skills, abilities, stamina, values, and passion must be carefully managed to achieve its learning objectives (Hearron and Hildebrand 2003). As the philosopher Spinoza observed at the end of his great work, The Ethics, â€Å"†¦all things worthwhile are difficult as they are rare† (A Re-Examination of Faculty Hiring Processes and Procedures, Academic Senate for California Community Colleges, Adopted Fall 2000). The term â€Å"faculty† is defined as a branch of teaching or learning in an educational institution; something in which one is trained or qualified; the members of a profession; or the teaching and administrative staff and those members of the administration having the academic rank in an education institution (Merriam Webster 1991). The faculty is composed of all persons appointed for the instruction of students. In a preschool, the faculty or teachers are persons directly involved in handling children. They play a major role in the education of the children since they help in the formation and development of the students especially in their early years. They are responsible for providing environment conducive to learning conditions where children are given opportunities to interact. Thus, the faculty or preschool teachers significantly contribute to humanity and to the nation towards prosperity by providing learning opportunities that will bring out the best in their students. Hiring is engaging the services or labor in exchange for payment (Lexicon Webster 1978. ). Hiring involves the following steps: advertising, recruiting; screening; interviewing; teaching demo, selecting and final interview. Recruitment is defined as establishing a pool of potentially acceptable applicants (Lipham and Heoh, 1974 p. 236). The first step is usually to post (advertise) the job position usually in bulletin boards of universities, professional organizations, advertise in local newspapers and teacher based magazines. Once the school recruitment officer has received the letters of applications, the rest of the hiring process is accomplished. Faculty hiring is the recruitment and selection of teachers for teaching positions. It involves the following steps: advertising, recruiting; screening; interviewing; teaching demo; selecting and final interview. Faculty hiring is a major task of the administrative or leadership group of the school and selecting the right teacher is a more critical task considering the very few qualified applicants to choose from. The preschool administrator or principal is usually the one in charge of recruiting the right teachers to fill in teaching positions clearly defined and understood by the selectors, i. e. there is a good and clear job description. The competencies to perform the job successfully are explicit, i. e. the job criteria or person specification have been prepared and are known by the selectors. There is a planned provision for the assessment of all the required competencies, i. e.the technical assessment stages have been clearly conceived and scheduled. There is a clear policy on how the final decisions are to be arrived at and the final stage procedure ensures that all of the evidence of earlier stages is accumulated and considered before making a judgment† (Kydd 1997). Although it can be time-consuming, principals must actively recruit good teachers to their schools. They usually do this by: (1) visiting teacher education classes to find promising new teachers; (2) providing practicum to student teachers and later hire the good ones; (3) talking to teachers and other principals to find quality experienced teachers who might be looking for new positions. Hiring policies and practices should be carefully crafted so fairness and equity are reflected to avoid legal complaints in the future. Applicants should be notified whether they were accepted or denied and the reasons why they were not accepted. â€Å"Hiring the right faculty is building the future because teachers play a major role in the education of children; they help in the formation and development of children, some of whom will become future leaders of tomorrow. But the right faculty may not mean hiring having a certification or licensure, but one who has a strong commitment to the care and education of young children. There is no wiser or more enduring investment than in the care and education of young children. worthwhile The Research Problem. (Berk 2005; Branscombe et al. 2000; Brewer 2004; Essa 2003; Estes 2004; Machado and Meyer-Botnarescue 2001). However, Taguiwalo (2005) reported that recruitment is the number one weakness of the Philippine basic education. and eEvery year for the past five years, public schools recruited around 10,000 to 15,000 teachers from a pool of 100,000 new graduates. ,Yet the schools do not always get the best qualified teachers, as evidenced by the poor student achievement test results. they Results of the National Elementary Achievement Test (NEAT) in SY 2005-2006 reflected that only 29 percent or 38 of 131 competencies/skills were demonstrated by children. The problem of poor quality of education has been traced to a number of factors which include lack of teacher competencies and poor manpower planning (UNESCO and National Statistical Coordination Board 2009). How can DepEd ensure that only qualified and competent preschool teachers will handle every preschool class? Of this total, (217) are exclusively preschools only, defined here as catering to either the one-year-old to 6-year-old age bracket or the kindergarten level which may also include levels preparatory to kindergarten (e. g. nursery, etc. The remaining (55) schools offer elementary education up to 6th grade, in addition to the preschool curriculum. Quezon City has the most number of preschools with 275, followed by Manila with 112. Proximity to residence is criterion parents often consider when choosing schools for their children, however there are many other factors to bear in mind in deciding which school is best† (Neri 2001). Public and private preschools resort to hiring teachers to fill in the demand for teaching positions. The Department of Education has recommended guidelines for hiring preschool teachers, which the public preschools should implement while the private preschools are encouraged to use. Thus, the main research problem of this study is to compare standards, policies, and practices (SPPs) in hiring preschool teachers in preschool andpublic schools with those of privateprivate schools in Pasig City ,and , then compareds each group’s SPPs with offering preschool education with the standards, policies and practices in hiring teachers in private preschools in Pasig City the recommended SPPs in hiring preschool teachers based on related literature, DepEd requirements, and the views of experts on preschools. point out the gaps or discrepancies between the mandated and actual faculty hiring standards, policies and practices of public and private preschools in Pasig City. Secondly, I would like to understand the nature and causes of the gaps, and thirdly, I would like to understand why such gaps have been permitted to exist until the present. The Press In Mauritius

The Press In Mauritius Introduction For the health of democracy, access to information is really essential. In any democracy, citizens have the rights and responsibilities to participate in public matters. Knowledge about a society is obtained through free debates, newspapers, magazines, television and radio. All these are possible when there exist a free and independent press. In all democratic countries, freedom of the press has been a treasured right. Press freedom is a pillar of democracy  [1]  . Often, the press is referred as the fourth pillar of a country  [2]  . Such freedom should be free from interference of the state. The preservation of the freedom of the press may be done through constitutional or legal protections. In the present chapter, the definition and the importance of the press freedom will be analyzed first. Then, the evolution and development of the written and audio-visual press in Mauritius will be examined before considering the constitutional foundation of the freedom of the press of the country. Section 1: Freedom of the press Definition of Freedom of the Press Everywhere in the world, the meaning of press freedom differs. Different countries possess different degrees of freedom of the press  [3]  . This suggests that freedom of the press is not absolute in the world  [4]  . In universal terms, defining freedom of the press is difficult. Various definitions to freedom of the press have been attributed by different scholars and in many text books. Lieberman (1953) defined freedom of the press as the right to serve, without government interference and with police protection, and the most fundamental right of freedom of information  [5]  . As for Dennis and Merrill (1996), freedom of the press is the right to communicate ideas, opinions, and information through the printed world without government restraint  [6]  . For both authors, the right to share information and no government intrusion is among the main elements of this freedom. For other scholars, free press is an independent adversary  [7]  performing the function of watchdog preventing the State from aggrandizing and abusing the rights of its citizen. Freedom of the press is not only the right of media; it is the right of the citizens also. Going back to history, in 1791, freedom of the press was legally guaranteed by the U.S Constitution, congress shall make no lawà ¢Ã¢â€š ¬Ã‚ ¦abridging the freedom of speech or of the pressà ¢Ã¢â€š ¬Ã‚ ¦Ã‚  [8]  . Freedom of the press was recognized by the National Assembly of France in the Article 11 of the Declaration of the Rights of Man and of the Citizen. This freedom was considered to be a fundamental right in Europe and in the United States. In 1948, the United Nations declared it a universal right and adopted Article 19 of the UDHR  [9]  . Freedom of the press is derived from the fundamental right of freedom of information. The latter is a human right and the touchstone of all the freedoms. It implies the right to gather, transmit and publish news anywhere and everywhere without fetters  [10]  . The rights to seek and to disseminate information are of particular importance to the press. Along with freedom of information, freedom of expression also plays an essential role in press freedom. In Hossenbaccus v. Le Mauricien  [11]  , it was held that Freedom of expression is fundamental. It is an essential instrument for the advancement of knowledge and must indeed be well guarded to enable the press to fulfill its social obligation to inform the public. Freedom of expression comprehends the freedom of propagation, publication and circulation of ideas  [12]  Ã‚  [13]  . Freedom of circulation and distribution of the matter are also included in press freedom. So freedom of expression and freedom of press are in tertwined. The Importance of Freedom of the Press Press freedom is considered as the most important freedom by informal writers, jurists and political philosophers  [14]  . Freedom of the press has always been the most effective instrument for the functioning of a democratic society. It helps in human development and good governance. The role that press freedom plays in our society will determine its importance. An independent media sector acts as watchdog on the government, holding it accountable to the public as well as helping citizen to have a better knowledge on political choices. It focuses on social problems and also provides a public forum, for several voices in public debate. On behalf of the public, the press serves as a watchdog to avoid government wrongdoings. Government officials are not always accountable and transparent to the people. So the fourth estate investigates in the States records to examine and evaluate, and hold the officials accountable for their actions. The press keeps the public officials responsible to the public as they are expected to serve them  [15]  . In countries like Taiwan, Brunetti and Weder, free press has helped in reducing corruptions  [16]  . There are eight purposes that the press should look forward in a democratic society: supervision on the political environment, determined agenda-setting, floors for a responsive and illuminating advocacy, channel for dialog on various range of views, safeguarding the rights of citizen and ensuring they are heard, inducements for people to be involved, respecting the citizens and promoting equality  [17]  . However, these goals often have to face obstacles. In a democratic society, the citizens need to be well-informed in order to make and exchange opinions on the actions of government officials and the elected representatives. A central purpose of press freedom is to build up an educated and well-informed electorate  [18]  that will form opinions on public maters and on their political leaders. Politicians also will have the opportunity to comment on the publics opinion. Thus, everyone will participate in a free political debate which is a core concept of a democratic society  [19]  . Freedom of the press is important in the way that the liberty of the press is essential in arousing public spirit and this can be used against the ambition of autocratic authority; this is apparent with independent newspapers because they have a tendency to be aware of public discontents and changes. In short, press freedom acts as an agency which controls arbitrary power. A free press can be said to be a market of ideas  [20]  which helps people to evolve, mobilize and form new ideas in the public area. For the working of democracy, public criticism is fundamental  [21]  . Section 2: Evolution and Development of the Written and Audio Visual Press in Mauritius 2.1 Written Press The history of the printed press in Mauritius can be traced back to 1767 with the first printing materials which Pierre Poivre introduced in the island. One year after, the Imprimerie Royale was created. However, the oldest printing was claimed to be an almanac printed in 1457. Isle de France, now known as Mauritius, was among one of the first colonial countries, which owned a newspaper industry. On 13th January 1773, Nicolas Lambert issued the first newspaper Annonces, Affiches et Avis Divers Pour Les Colonies des Isles de France et Bourbon. As the chief editor was a Government officer and the newspaper was printed by the Government press, this shows that the issue was barely a free one. The second newspaper started in 1786 under the name Journal des Isles de France et de Bourbon by two young lawyers named Durrans and Brun. This one was absolutely literary compared to the third paper, Journal Hebdomadaire de la Colonie, issued in 1791, which was partly political. On the 5th January 1792, the Colonial Assembly published two weekly papers, one which contained the minutes of its proceedings and its administrative committee. This one was known as Journal des Assemblà ©es and the other one as Gazette de Isle de France which contained public notices, advertisements and the other matters of public interest. The first political paper was lObservateur which appeared only in 1816. Nearly one thousand newspapers and magazines have appeared namely Annales des Modes des Spectacles et de Littà ©rature Rà ©crà ©atives, Dà ©dià ©es aux Dames  [22]  but most of them had a short life-span. There was censor on the press in the colonies at that time. Article XI  [23]  of the decree of human rights provided that La libre communication des pensà ©es et des opinions est lun des droit les plus prà ©cieux de lhomme. Tout citoyen peut donc, parler, à ©crire, imprimer librement (à ¢Ã¢â€š ¬Ã‚ ¦). This was attempted by the French revolution to put an end to censor. During the English colonization, Adrien DEpinay was the first one to bring Freedom of the Press to Mauritius. In 1832, He was the first one to use the freedom by publishing Le Cà ©rnà ©en. It was the oldest French white-owned newspaper and it survived until 1982. Another landmark in the history of the press is the publishing of La Sentinelle. It was founded by Rà ©my Ollier, a coloured man, in the 1950s. The coloured ownership of the media helped this community in legitimizing their rights in the colonial times. The term coloured changed to the label Creole and in 1920s, a creole family took over Le Mauricien, a white-owned paper which was established in 1908. As from the 1960s, newspapers like Action and LExpress  [24]  were introduced and at that time, the Mauritian press modernized and international standards were adopted. Techniques like reports and personal enquiries were brought in. They are nowadays the bedrock of every press whether written, spoken or visual. Between 1832 and 1973 the general format of newspapers was four pages with mostly advertisements. In the local news, there were parliamentary meetings of the Government and of the sole Municipality of the island, Municipality of Port Louis. From this it can be understood that parliamentarians, mayors or politicians were head of the publishing houses. Today, Lexpress changes to 24 pages as compared to before it were only 4 pages and for Le Mauricien it is 48 pages as compared to earlier it was 16 pages. They are the daily papers one in the morning and the second in the afternoon. Nowadays we have Le Dà ©fi Quotidien which is a daily paper also. There are also a number of w eekly papers in Mauritius such as, 5 Plus Dimanche, Bollywood Massala, LExpress Dimanche, Le Dimanche/LHebdo, Le Dà ©FI Plus, Le Matinal, Samedi Plus, Week End , Star and Sunday Times. A number of papers in oriental languages were also published. Anjuman Islam Maurice was the first one which appeared on 1st March 1883 firstly. Mirza Ahmode was the founder and the paper was published in Hindustani and Gujurati. From 1906 to 1914 a weekly paper, LIslamisme appeared in French, Gujurati, and Urdu. The eminent Indian lawyer, Manilall Maganlal Doctor, launched The Hindustani on 15th March 1909 in English and Gujurati. Mauritius Arya Pratika was edited by Pandit Acshinath Kistoe from 1924 to 1940 and it appeared in English and Hindi. From 1929 to 1973 two papers appeared namely Arya Vir and Zamana with the last one which was launched in 1948. They appeared in English, Hindi, French and Tamil. On 11th August 1932, Chinese Daily was launched and it was the first daily Chinese paper. Then the China Times came in 1953 by Long Siong Ah Keng. Other Chinese language papers were launched; Chinese Newspaper (1953-1975), Central Daily News (1960-1967), The Mirror and LAurore. The evolution of the written press has been noted in terms of availability, varieties, content and style of reporting. With changes like technology, nowadays papers are printed with the use of computers as compared to before where printing was done in led. As seen above, there was only reporting about news, local and abroad, only. Nowadays, a number of articles have been introduced in the press like editorials on sports, women and children. Concerning accessibility, a wide range of newspapers and magazines are available on the market, locally. Each one differs from each other in order to capture a maximum of readers. Newspapers is said to be our key companion in our everyday life and it will continue to be so. 2.2 Audio Visual Press The press is not limited to written only; there is the audio visual press. Audio visual plays a great role in communication. It was on the 9th of August 1927 that Mauritius experienced its first radio broadcasting, which was done by Charles Jollivet. It was then called Radio Maurice. The station was situated in Beau Bassin and later moved to the Plaza Theatre in Rose hill. Music and news were broadcasted for only 2 hours every day. In 1937, a second station came into existence under the name Socià ©tà © des Radiophilles by Mr P.Adam. It was located at Mr. Adam residence in Forest Side and later transferred to the Town Hall in Curepipe. The station was used to transmit message to the members of the Socià ©tà © mainly. At the beginning of the 2nd World War in 1939, these two stations were controlled by the British Ministry of Defense. Information that was broadcasted was done locally only. By the end of the 2nd World War, another station was set up in Curepipe Town Hall under the aegis of Radio France Libre DOutremers. This station was merged with Socià ©tà © des Radiophilles and this gave birth to the national broadcasting station as from 1st July 1944 under the name Mauritius Broadcasting Service (MBS). The studio was situated in Plaza, Rose Hill until 1946 when the station moved to Pasteur Street, Forest Side. As from 2011, MBC was transferred to Moka. After the radio, the TV broadcasting was introduced on a pilot basis on the 8th June 1946 as the Mauritius Broadcasting Corporation (MBC). The inaugural broadcast was launched on 8th February 1965 with a transmission of about 3 hours every evening. The MBC was set up in order to build a sense of nationhood and for islanders to welcome independence (that change in 1968). The first outdoor TV live broadcast was on the royal visit of Princess Alexandra in 1968. Later, in 1973, the process of black and white television occurred. During that year, news editor were engaged to record press conference and other local events. On 7th November 1987, television was welcomed in Rodrigues and the duration of 3 hours changed to 13 hours daily. In the 1990s, the two main channels  [25]  were implemented. Liberalisation of broadcast media was done in 2002 and this gave the Mauritian audience the choice between the MBC and three other private radios. Radio One was launched on 13th March 2002, Radio Plus on 13th April 2002 and Top FM on 31st December 2002. The MBC radio now consists of 7 stations; RM1, RM2, Kool FM, Taal FM, World Hit FM, Best FM and Music FM. The MBC has evolved in digital switchover, thematic channel (Knowledge channel, Movie channel, Tourism and Culture channel) and language channel (Marathi, Tamil, Urdu, Telegu and Mandarin). Mauritian audiences nowadays have a variety of information and different coverage and views of the same stories. Throughout history, the Mauritian press has gained a lot and more is expected to come with, the liberalisation of television channels in the forthcoming years. Section 3: Constitutional Foundation of Freedom of the Press Mauritius has a written constitution in which certain fundamental rights are guaranteed as specified in Chapter Two of the Constitution. Of these, Section 12 relates to freedom of expression. It would be useful to refer to the text of these causes of section 12 at once: (1) Except with his own consent, no person shall be hindered in the enjoyment of his freedom of expression, that is to say, freedom to hold opinions and to receive and impart ideas and information without interference, and freedom from interference with his correspondence. (2) Nothing contained in or done under the authority of any law shall be held to be inconsistent with or in contravention of this section to the extent that the law in question makes provisionà ¢Ã¢â€š ¬Ã‚ ¦ Compared to countries like the U.S.A, there is no separate provision guaranteeing the freedom of the press in our constitution. Our supreme court has held in Duval v The Commissioner of Police  [26]  and in London Satellite Systems Ltd. V State and ors  [27]  that freedom of the press needs not to be mentioned separately as it is already in the guarantee of freedom of expression. The latter comprehends the freedom of propagation, publication and circulation  [28]  . The scope of press freedom is circumscribed by the interpretation given by S12 because there is a link between freedom of press and freedom of expression. The arguments for and the limitations upon both freedoms should be compatible. For instance in Cie de Beau Vallon Ltà ©e v Nilkomol  [29]  it was held that freedom of expression referred to, (in the Constitution), cannot override legally established norms to which it is subordinated and which must be respected: the use of words like public order, public morality and rights and freedoms of others. The same applies to press freedom in the press industry. Fundamental Rights and Freedoms that are found in our Constitution are modeled on the European Convention for the Protection of Human Rights and Fundamental Freedoms and our Section 12 was borrowed  [30]  from its Article 10  [31]  . The rights of privacy and free expression are treated as fundamental rights having equal status. According to this view, the two rights must be proportionate. One will not inevitably trump the other  [32]  . Freedom of the Press rests on the same cornerstones as Freedom of Expression. It can be argued that there is simple iteration since protection of freedom of expression is already been catered for in our Constitution. This can give rise to the introduction of a separate press clause in our Constitution. Under Mauritian Law, press freedom gives journalists a right to obtain information from private sources on a voluntary basis only. The press cannot compel citizens to release information about themselves which they are unwilling to disclose. A separate press clause may provide this privilege.
